£2m for a Storrington recreation hub, £1.6m for a Mowbray health centre and £1.5m for a Pulborough pavilion. Full Council votes on the £7.2m on 7 October.
Ten projects across the Horsham district are in line for £7.2m of developer money. The biggest single sum, £2m, goes to a recreation hub in Storrington. A new health centre at Mowbray in north Horsham gets £1.6m, and a new pavilion in Pulborough £1.5m.
The money is Community Infrastructure Levy (CIL), a charge the council collects from new building in the district. Cabinet noted the allocations on Wednesday 23 September. It recommended that Full Council puts the full £7,214,924 into the council’s capital programme for 2027/28 (Cabinet decisions, 23 September 2026).
Full Council meets on 7 October (October meetings calendar). The report says the projects need no extra council funding, because the whole sum comes from levy receipts the council already holds.
The ten projects
The report to Cabinet lists every allocation, the organisation that will spend it and the year it is profiled for (CIL report to Cabinet, table 6.3).

All ten are profiled for 2027/28. The report says project owners are “not restricted to the current estimate”, so a scheme that is ready sooner can draw its money sooner. Project timetables are still being agreed.
Where the money lands
Grouped by place, the split is:
- Horsham town: £2,770,000, for the Mowbray health centre, the West Parade junction, the Hurst Road cycleway and the station entrance
- Storrington: £2,135,000, for the recreation hub and the cricket club
- Pulborough: £1,500,000, for the pavilion
- Billingshurst: £506,924, for the Jubilee Fields pitches and cricket nets
- Not tied to one place: £303,000, for the council’s own pitch drainage work, which the report does not locate
Storrington is about ten miles south of Horsham and Pulborough about ten miles south-west. Billingshurst is about seven miles south-west.
The £620,000 junction money may move
One allocation is less certain than the rest. The £620,000 is for the West Parade, North Parade and Wimblehurst Road junction, the scheme that closed West Parade from 20 July. West Sussex County Council has told the district council it has secured other funding for it.
That is not yet confirmed. So the report still asks for the £620,000 for 2027/28, but says it “will be allocated elsewhere” if the county’s own money comes through. Our Horsham roadworks and travel page carries the latest on the junction works themselves.
How the projects were picked
The council ran a bidding round, using its Infrastructure Delivery Plan to decide which schemes were eligible. Council services and outside bodies, including the NHS, Network Rail and town and parish councils, submitted projects.
Officers scored each bid on:
- how far it supports growth in the district
- whether it matches the Infrastructure Delivery Plan
- whether it can be delivered
- value for money and strategic fit
The Director of Place then made the allocations, in consultation with the Director of Communities and the council’s Infrastructure Projects Working Group. The report describes the package as money for “sports facilities, active travel, transport and healthcare provision across the District”.
Cabinet also asked Full Council to let the council’s finance director change the budget in-year for future CIL allocations. That would let levy money be released between budget-setting rounds rather than waiting for the next one.
What it means for you
In Storrington, Pulborough and Billingshurst, most of this money goes to the parish council or the sports club that will run the facility, not to the district council. Questions about design and timing are for them. Storrington & Sullington Parish Council and Pulborough Parish Council both publish their meeting papers online.
In north Horsham, the £1.6m for the Mowbray Health Centre goes to the Courtyard Surgery on London Road. The report does not give an opening date or say how many patients the centre will serve.
If you want a say, Full Council on 7 October is the vote that releases the money. Meetings are public and papers go up on the council’s website about a week before. New applications that will pay future levy show up in the Horsham planning register.
