Town centre on-street parking goes to £2.10 an hour on 1 October. The carers permit rises fastest, from £22 to £30 a year. Here is the full new rate card.
Every on-street parking charge in Horsham and Billingshurst goes up on Thursday 1 October 2026. West Sussex County Council has given formal notice of the rise, and the new rates run from resident permits to the hourly pay and display price in the town centre (notice of variation dated 10 September 2026).
Town centre pay and display goes from £1.90 to £2.10 an hour. Billingshurst’s Daux Road goes from £1.10 to £1.30.
The rise was published as a statutory notice in the local press, not as a council announcement. The county council’s own on-street parking charges page still carried the old figures when we checked on 20 September, and it was last updated in October 2025 (WSCC on-street parking permits).

These are the rates the notice sets. Zone A is Horsham’s all-day zone. Zones B to F are the part-day zones, and Billingshurst is charged on the same scale as those.

The daily tier rates that sit on top of a bay suspension are the only figures in the notice that do not move. They stay at £10 for the first 28 days and £20 after that.
The carers permit rises fastest, the main resident permit rises least
The rises are not applied evenly. Sorted by percentage, the biggest increases land on carers, on tradespeople and on visitors, while the permit most households actually buy goes up by the smallest amount in the notice.
- Carers permit: up 36 per cent, from £22 to £30 a year. The six-month carers permit rises by a third, from £12 to £16.
- Dispensation notices for permit bays: up 33 per cent, from £15 to £20 a day and £90 to £120 a week. These are the notices tradespeople use when they cannot display a visitor permit.
- Healthcare permit: up 20 per cent, from £25 to £30.
- Billingshurst Daux Road pay and display: up 18 per cent, the largest rise of any hourly rate in the notice.
- Visitor permits: up 17 per cent across the board.
- Zone A first resident permit: up 8 per cent, from £63 to £68. That is the smallest rise in the notice.
What £2.10 an hour means next to the rest of West Sussex
The county sets on-street prices town by town, and its published table shows what Horsham is joining. At £1.90 an hour today, Horsham town centre sits below Chichester and Crawley. From 1 October it matches them.

Those comparison figures come from the county council’s current charges document (on-street parking charges, West Sussex County Council). The notice we have covers Horsham district only, so other districts may be raising their own rates on the same date. We have not found a published notice for any of them.
Two things the notice does not tell you
There is no route to object. The two speed limit proposals published in the same bundle both carry a consultation period and an email address for objections. The parking variation does not. It is made under section 46A of the Road Traffic Regulation Act 1984 and regulation 25 of the 1996 procedure regulations, which let a council vary charges by notice. The notice simply states that the charges will be increased from 1 October.
The low emission discount is missing from the table. The county council currently sells a discounted permit to lower-emission vehicles: £48 instead of £63 for a Zone A annual resident permit, and £27 instead of £35 in the part-day zones. The notice sets no new figures for those. It says that in all other respects the 2006 parking order stays in force, so the discount itself is not revoked, but the notice does not say what a low emission permit will cost from 1 October. Nothing on the county council’s parking pages fills the gap either. If you hold one, check the price before you renew.
What it means for you
- If your resident permit is due to renew in the next few weeks, renewing before 1 October locks in the current price for the full term. A Zone A annual permit bought on 30 September costs £63 rather than £68, and a part-day one £35 rather than £40.
- The same applies to visitor permits. A book of ten bought now costs £6 rather than £7.
- If you are a carer using a carers permit, the annual charge goes up by £8. That is the largest single percentage rise in the notice, and the county council has not published a reason for it.
- If you park on the street in the town centre, budget £2.10 an hour from 1 October. Two hours becomes £4.20.
- If you park in one of the district council’s car parks, none of this applies. Those are separate charges, set by Horsham District Council, and a new Sunday band is coming there instead: see our report on the Sunday car park tariff and our guide to parking in Horsham.
- Parkside, the county council’s own car park in Horsham, is not in the notice either. Its off-street rates, including the £0.50 first hour on Sundays, are unchanged in the published table.
Permits in the Horsham and Billingshurst zones are administered by Horsham District Council on the county council’s behalf, so applications and renewals go through the district council, not County Hall.
