Horsham council has approved a resurfacing and new one-way layout for Newmans Gardens car park in Steyning, with more disabled bays but fewer spaces overall.

Steyning’s Newmans Gardens car park is getting a full reconfiguration and resurfacing, and it will come out of the works with more disabled bays but fewer spaces overall. Horsham District Council’s Deputy Leader and Cabinet Member for Finance and Resources approved the Newmans Gardens scheme on 5 August, covering the car park and its adjoining access road off Tanyard Lane.

The published decision approves a revised parking layout, additional disabled parking bays, a one-way circulation system and the renewal of the “deteriorated” surfacing of both the car park and the access road. It also approves the appointment of a contractor, chosen as the highest scorer in the council’s tender evaluation; the price is set out in an exempt appendix, so the cost of the works has not been made public. Why the council says it is needed

The decision record is blunt about the current state of the site: the existing layout and condition “no longer meet current operational and accessibility standards”, a number of the bays are undersized, vehicle circulation is inefficient, and the surfacing of both the car park and access road has deteriorated. The council considered doing nothing and rejected it for those reasons.

The trade-off is capacity. The record states that “the overall number of parking spaces will be reduced”, with the new layout presented as the most effective use of the available space, improving safety, accessibility and the long-term condition of the asset. No works dates are given in the published decision; the scheme is not a key decision, but it is subject to call-in by councillors until 12 August and takes effect on 13 August if not called in.

What it means for you

Newmans Gardens, off Tanyard Lane, is Steyning’s pay-and-display car park for the village centre, with charges of 90p for up to an hour and £1.90 for one to four hours, applying Monday to Saturday from 9am to 6pm, and a four-hour maximum stay. (Horsham District Council, rural car parks) Expect disruption while the works are on site once dates are announced, and slightly more competition for spaces afterwards; the same council page lists Fletchers Croft on Vicarage Lane as the village’s other council-run car park.

For drivers with a blue badge, the extra disabled bays are the clearest win in the scheme, and the one-way system is the council’s answer to circulation it describes as inefficient. We will report the works dates and any changes to charges when the council publishes them.
